MEAL Officer (Monitoring, Evaluation, Accountability & Learning) – Assiut

About the role

The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer will lead the operationalisation of the project’s MEAL system under a Results‑Based Financing approach. The role ensures real‑time, credible data for adaptive management, donor reporting and learning, while supervising a small team of enumerators and a MEAL Assistant.

Key responsibilities

• Finalise and operationalise the MEAL plan, IPTT, SOPs and align indicators with payment metrics.
• Design databases, data‑management pipelines and Power BI dashboards for near real‑time performance monitoring.
• Implement Data Quality Assurance procedures, verification sampling frames and traceability processes for payment‑linked indicators.
• Supervise the MEAL Assistant and enumerator teams, ensuring corrective actions for data quality gaps.
• Provide training to household coaches and volunteer enumerators on data collection and verification.
• Conduct routine monitoring cycles, DQAs, spot checks and prepare independent verification for payment readiness.
• Support baseline, midline and end‑line studies and oversee external data collection where needed.

Required profile

• Senior‑level experience in MEAL, preferably within Results‑Based Financing projects.
• Demonstrated ability to manage real‑time data collection and verification processes.
• Experience supervising field teams and delivering capacity‑building trainings.
• Willingness and eligibility to work with children and adhere to safeguarding policies.

Required skills

• Power BI for data visualisation.
• Database design and data‑management pipeline development.
• Data Quality Assurance (DQA) methodology.
• Monitoring & Evaluation tools such as IPTT and SOP development.
