General Manager – Construction & Ready-Mix Concrete

About the role

The General Manager will lead the strategic direction, operational excellence, and financial performance of a leading construction and ready‑mix concrete holding group in Benghazi, Libya. You will oversee a network of 12 concrete plants, manage the supply chain from raw material procurement to on‑site delivery, and drive growth while maintaining high quality standards.

Key responsibilities

• Develop and execute long‑term business plans to expand market presence and increase profitability.
• Direct operations of 12 concrete plants, ensuring production capacity meets the estimated monthly demand of 120,000 m³.
• Coordinate plant output with construction projects to guarantee timely delivery and supply continuity.
• Ensure compliance with ASTM, ACI, and BS standards and foster innovation in mix designs, including low‑carbon and self‑healing concrete.
• Take full P&L responsibility, managing costs of raw materials, fuel, and capital expenditures for new plants and fleet expansion.

Required profile

• Bachelor’s degree in Civil Engineering, Construction Management, or Business Administration.
• 15+ years of experience in the construction materials sector, with at least 5 years in a senior executive role (GM, COO, or CEO).
• Deep knowledge of concrete technology, mix designs, and hydration chemistry.
• Proven expertise in logistics and fleet management, including GIS/GPS dispatch systems.
• Strong financial literacy for managing complex Capex projects and overall profitability.
