Junior Non‑Key Expert – Digital Connectivity for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the Digital Connectivity Study for Agriculture and Education (PRIDA II). The assignment is based at the African Union Commission (AUC) in Addis Ababa, with most work performed remotely or on short‑term missions across the five AU regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption for rural agriculture and education across AU Member States (Work Stream 1).
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas (Work Stream 2).
• Review sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses (Work Stream 3).
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment frameworks (Work Stream 4).

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development, preferably in developing or emerging economies.
• Demonstrated ability to conduct quantitative and qualitative analyses across multiple African regions.
