Senior Manager – MENA Policy & Grants

About the role

The Senior Manager will lead the development of partnerships with governments, NGOs and donors to promote the generation and use of rigorous evidence across the Middle East and North Africa. Reporting to the Director, the role focuses on translating impact‑evaluation findings into actionable policy and scaling evidence‑based programmes.

Key responsibilities

• Execute the MENA policy strategy and increase the use of randomized evaluation evidence in Egypt and the wider region.
• Support new research by matchmaking projects, fundraising and co‑designing initiatives for the J‑PAL MENA Research Initiative.
• Build and maintain relationships with government agencies, NGOs, foundations and donor organisations.
• Disseminate research findings through presentations, policy briefs and high‑level outreach materials.
• Assist implementing agencies in adapting and scaling proven approaches.
• Manage policy projects, external partner relationships and donor engagements.
• Develop sector expertise on critical policy issues in the region.

Required profile

• Master’s degree in economics, public policy or a related field.
• Eight to ten years of professional experience, including at least five years in poverty reduction, impact evaluation or evidence‑informed policymaking.
• Proven track record of developing and managing external partnerships.
• Fluent in Arabic and English with strong written communication skills.

Required skills

• Proficiency with Asana for project management.
• Experience using Salesforce for donor and partner relationship tracking.
