International Consultant – Demographic Resilience & Foresight Planning

About the role
The United Nations Population Fund (UNFPA) is seeking an international consultant to lead demographic resilience reviews and foresight‑based scenario planning for selected Arab States. The consultant will work closely with regional experts and national consultants to produce long‑term forecasts of public‑goods demand and fiscal implications linked to demographic change.
Key responsibilities
- Conduct a desk review of existing models and methodological approaches for estimating future demand for public goods and services.
- Develop a harmonised methodology and carry out demographic resilience reviews using secondary data, supported by national consultants.
- Produce forecasts of education, health, social protection, and labour‑market needs over a 20‑50‑year horizon, including gender and regional disparity analysis.
- Integrate foresight evidence on technological, social, political and environmental trends into the scenario analysis.
- Collaborate with the EECA counterpart and report findings to the Population and Development Advisor at UNFPA ASRO.
Required profile
- Proven experience in demographic analysis, population forecasting and public‑service demand modelling.
- Experience working with UN agencies or international development projects, preferably in the Arab States or Eastern Europe regions.
