Procurement Deputy Manager - Construction Projects

About the role

Innovo Group is looking for a Procurement Deputy Manager to support the Procurement Manager in planning, coordinating and executing procurement for construction projects and corporate operations. The role ensures timely sourcing of materials, equipment, subcontractors and services while keeping quality, cost efficiency and compliance with company policies. It also covers supplier relationships, contract negotiations and team performance.

Key responsibilities

• Support procurement strategy and manage the full process: sourcing, RFQs/RFPs, bid evaluation, negotiation, purchase orders and contract administration
• Ensure timely procurement of construction materials and services, monitor multiple projects and resolve supply issues proactively
• Review and approve purchase requisitions and purchase orders within delegated authority
• Prequalify suppliers and subcontractors, maintain strategic vendor relationships and evaluate them on quality, delivery, cost and compliance
• Negotiate commercial terms, pricing, payment conditions and delivery schedules
• Analyse market trends and supply chain risks, support budget planning and procurement forecasting, and prepare cost comparisons for management
• Assist in reviewing and negotiating contracts and framework agreements, coordinate with legal, finance and project teams, and manage claims, disputes and variation orders
• Report procurement status regularly, ensure compliance with policies and regulations, keep accurate records and support audits
• Supervise procurement officers, buyers and coordinators, provide coaching and help allocate workloads

Required profile

• Bachelor's degree in Civil Construction
• Minimum 8 years of procurement experience, with at least 3-5 years in a supervisory role in the construction industry
• CIPS, CPSM or equivalent certification preferred
