Data and Digital Transformation Consultant

About the role

UNICEF is seeking a senior consultant to provide high‑quality analytical, advisory and technical support to the Ministry of Education and Technical Education (MoETE) in Egypt. The role focuses on advancing evidence‑informed decision‑making and digital transformation across the education sector.

Key responsibilities

• Support sector analysis, strategic planning, reform implementation and the development of digital systems and innovations.
• Strengthen data‑driven management, coordination, monitoring and service delivery.
• Lead stakeholder consultations, conduct requirements analysis and oversee digital transformation initiatives.
• Design and deliver capacity‑building activities for government counterparts and development partners.

Required profile

• Advanced university degree (PhD) in Education, Data Analytics, Educational Technology, Digital Learning or a related field.
• Minimum 15 years of progressive experience in education sector development, digital transformation or data‑evidence systems.
• Proven track record providing technical advisory support for policy development, strategic planning and partnership frameworks.
• Extensive experience working with government agencies and international development partners.
