HR Recruiter & Employee Relations Specialist (Blue-Collar Mass Hiring)

About the role

Dawam Business Solutions is looking for an HR Recruiter and Employee Relations Specialist focused on blue-collar mass hiring. The role recruits large volumes of hourly or manual labor workers while managing employee relations, keeping a positive workplace culture and ensuring compliance with company policies and labor laws. It is a full-time, on-site position based in Sheikh Zayed and Maadi.

Key responsibilities

• Recruit large volumes of blue-collar workers: post jobs on job boards, community boards, job fairs and social media; source candidates through job fairs, portals, community outreach, referrals and direct sourcing; screen and interview candidates; coordinate skills assessments, background checks and certifications; oversee onboarding and track recruitment metrics such as time-to-fill.
• Build strong relationships with the workforce, resolve conflicts and grievances, communicate policies, safety protocols and attendance expectations, and run retention initiatives such as recognition programs and career development.
• Ensure compliance with local, state and federal labor laws (minimum wage, overtime, safety, EEO) and manage disciplinary procedures consistently.
• Track recruitment metrics, collect employee feedback and maintain accurate employee records.

Required profile

• Bachelor's degree in human resources, business administration or a related field.
• 3-5 years of HR recruitment experience, especially in high-volume, blue-collar mass hiring.
• Proven experience in employee relations, conflict resolution and managing a diverse workforce.
• Experience sourcing candidates through job boards, recruitment platforms and local community organizations.
• Relevant HR certifications (e.g. SHRM-CP, PHR) are a plus.

Required skills

• Interviewing and candidate assessment, and familiarity with recruitment processes from posting to onboarding.
• In-depth knowledge of labor laws, safety regulations and compliance in blue-collar industries.
• Ability to handle high-volume hiring while maintaining quality.
• HR software (e.g. ATS), MS Office and data reporting tools.
