Humanitarian Operations Technical Advisor I – RAPID (EMEA)

About the role

The RAPID Humanitarian Operations Technical Advisor I provides deployable technical and operational support for Catholic Relief Services’ emergency response programmes across the Middle East and Asia. The role focuses on rapid‑deployment assistance in procurement, logistics and emergency sub‑office set‑up, working remotely and on‑site as needed.

Key responsibilities

• Deliver rapid‑deployment surge support for humanitarian emergencies, advising on procurement, logistics and supply‑chain processes.
• Assist in the establishment and functioning of relief delivery systems, tools and operational processes in active emergencies.
• Provide operational support across HR, finance, security, ICT, administration and fleet management in coordination with CRS technical leads.
• Offer on‑the‑job technical accompaniment and training to CRS staff and local partners during emergency responses.
• Support the application of CRS operational standards, donor requirements and humanitarian best practices, including SPHERE and Core Humanitarian Standards.
• Contribute to the documentation of lessons learned, challenges and good practices from deployments.
• Represent CRS in humanitarian coordination, cluster and operations forums as required.

Required profile

• Graduate degree in international development or a related field (or equivalent experience).
• Minimum five years of experience supporting or managing humanitarian operations in the field, with demonstrated INGO field management.
• Experience integrating cross‑cutting themes such as protection, gender and capacity strengthening.
• Proficiency in English and Arabic for the Middle‑East position; ability to travel up to 50% of the time on short notice.

Required skills

• Procurement and logistics management in emergency contexts.
• Supply‑chain and warehousing operations.
• Use of MS Office applications.
• Familiarity with SPHERE and Core Humanitarian Standards.
• Basic knowledge of ICT/GIS (asset).
