Cleaning Manager – Soft Services for High Speed Rail

About the role

The Cleaning Manager – Soft Services will lead the strategic planning, coordination and supervision of all cleaning and housekeeping activities across Egypt’s first high‑speed rail network. This includes stations, depots, tunnels, offices, technical rooms and passenger areas, ensuring they meet the highest standards of cleanliness, safety and environmental compliance.

Key responsibilities

• Develop and maintain daily, weekly, periodic and deep‑clean schedules for all DBEE‑operated facilities and track tasks through approved systems.
• Establish cleanliness standards, conduct regular quality audits and report performance against defined KPIs.
• Act as technical authority over cleaning and pest‑control subcontractors, reviewing method statements, performing inspections and escalating non‑conformances.
• Manage service contracts, monitor SLA performance, process deviation reports and provide compliance reports to the COO.
• Coordinate emergency and reactive cleaning activities outside operational hours, ensuring permit‑to‑work compliance.
• Implement preventive pest‑control plans, manage chemical usage logs and maintain safety data sheets.
• Oversee waste collection, segregation and disposal in line with Egyptian environmental regulations and DBEE HSE requirements.
• Monitor consumable and chemical stock levels, raise requisitions and ensure timely supply through subcontractors.
• Track and control the cleaning and pest‑control operational budget and report variances.

Required profile

• Proven experience in managing large‑scale cleaning and housekeeping operations, preferably in transport or rail environments.
• Demonstrated ability to manage multiple service contracts and monitor SLA compliance.
• Strong knowledge of Egyptian environmental regulations and HSE standards related to cleaning and pest control.
• Experience coordinating emergency cleaning activities and handling permit‑to‑work procedures.
