Construction Manager - Civil

About the role

Sabbour Consulting is seeking an experienced Construction Manager to lead all on‑site civil works. The role ensures that construction activities are executed in full compliance with contract documents, drawings, specifications, quality standards, safety regulations, and project schedules.

Key responsibilities

• Supervise civil works including earthworks, concrete, roads, infrastructure and structural elements.
• Verify that activities follow approved drawings, technical specifications and contract requirements.
• Monitor daily site progress and align it with the approved schedule.
• Review and approve method statements, inspection & test plans (ITPs) and material submittals.
• Implement QA/QC procedures and manage quality control plans on site.
• Identify non‑conformances and coordinate corrective and preventive actions.
• Lead Resident Engineers, Site Engineers, Inspectors and support staff, allocating manpower and resources effectively.
• Conduct regular site meetings, toolbox talks and act as the primary civil supervision representative.
• Coordinate with MEP, architectural and utilities disciplines to avoid clashes.
• Liaise with client, authorities and stakeholders on civil‑related matters.
• Prepare periodic progress and technical reports.
• Enforce HSE policies, monitor contractor safety practices and intervene on unsafe work.
• Participate in accident investigations and support payment certificate reviews, variation and claim assessments.

Required profile

• Bachelor’s degree in Civil Engineering.
• 12–15 years of experience in civil construction supervision.
• Strong background in infrastructure, building or large‑scale civil projects.
• Good knowledge of FIDIC contracts and construction standards.
• Experience with consulting or supervision firms preferred.
• Proven site management and leadership abilities.
• Excellent technical knowledge of civil construction activities.
• Strong problem‑solving and decision‑making skills.
