Head of Offer Strategy & Portfolio Governance

About the role

The Head of Offer Strategy & Portfolio Governance leads the Offer Management Office and is accountable for the full lifecycle of commercial offers across Government, Enterprise, SMB, SaaS and Municipal markets. The role ensures every offering is profitable, standardized, scalable and tightly aligned with market demand.

Key responsibilities

• Own and manage the Offer Lifecycle Framework from ideation to optimization.
• Govern the entire offer portfolio, maintaining consistency, quality, financial viability and delivery readiness.
• Maintain an up‑to‑date catalogue of active, in‑development and retired offers and apply an Offer Maturity Model.
• Analyse market trends, customer needs and competitor offerings to identify new opportunities.
• Collaborate with Sales, Marketing, Delivery, Technology, Consulting, Finance and Legal to design sector‑specific offers and GTM materials.
• Build pricing models, conduct profitability assessments and approve pricing updates.
• Lead launch processes, monitor performance KPIs and drive continuous improvement cycles.

Required profile

• Bachelor’s degree in Business Administration, Engineering, IT or related field; MBA or advanced degree preferred.
• 15–22 years of experience in Offer/Portfolio Management, Product or Commercial Strategy.
• Proven track record in multi‑segment markets (Government, Enterprise, SMB, SaaS) and leading cross‑functional teams.
