HSE Team Leader – Occupational Health & Safety

About the role

The HSE Team Leader is responsible for implementing Occupational Health, Safety and Environmental (OHSE) standards across maintenance operations on both day and night shifts. The role ensures compliance with company policies and regulatory requirements while fostering a strong safety culture among employees, contractors and management.

Key responsibilities

• Implement OHSE standards for all maintenance activities, day and night.
• Conduct hazard identification, risk assessments and develop risk control measures and safety booklets.
• Monitor compliance with internal and external safety regulations.
• Oversee certification, inspection and safe use of lifting equipment, forklifts, cranes, scaffolding and other tools.
• Support incident reporting, investigations, emergency preparedness, toolbox talks and safety training programs.
• Supervise assessment of hazards for maintenance tasks and evaluate existing work procedures.
• Report safety issues to the QHSE manager and maintain incident/accident records.
• Manage lifting operations and define safe systems of work.
• Conduct daily/weekly safety toolbox meetings and train employees at all levels.
• Communicate the OH&S system to subcontractors and ensure its implementation.

Required profile

• Bachelor’s degree or equivalent in a railway‑related field.
• 8+ years of HSE management experience in construction, industrial or rail sectors.
• Strong knowledge of HSE regulations, standards and best practices.
• Proven ability to conduct risk assessments, safety audits and incident investigations.
• Leadership and team‑management capabilities.
• Excellent communication skills in Arabic and English; French is a plus.
