About the role
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the operationalisation of the project MEAL system under a Results‑Based Financing (RBF) approach in Assiut. The role ensures real‑time, credible data collection, verification and reporting to support adaptive management, donor requirements and learning.
Key responsibilities
- Design, finalise and operationalise the MEAL plan, IPTT, SOPs and related toolkits (PIRS, Action Tracker, Feedback Tracker, Quality Benchmarks).
- Develop and maintain database designs, data‑management pipelines and Power BI dashboards for near‑real‑time performance monitoring.
- Implement Data Quality Assurance (DQA) procedures, verification sampling frames and traceability processes for payment‑linked indicators.
- Supervise the MEAL Assistant, enumerators and household coaches, ensuring corrective actions for data quality gaps.
- Provide technical supervision and training to coaches, volunteers and enumerators on data collection and verification.
- Lead routine monitoring cycles, ensuring completeness, timeliness and disaggregation by gender, age, disability, enterprise type, revenue and income.
- Contribute to baseline, midline and end‑line studies and oversee external evaluation activities.
Required profile
- Senior‑level experience in MEAL systems, preferably within RBF or similar financing models.
- Proven ability to oversee real‑time data collection, verification and reporting.
- Experience supervising field teams (enumerators, coaches) and delivering training.
- Strong analytical mindset with capacity to translate data into actionable insights.
