About the role

The United Nations Office on Drugs and Crime (UNODC) is seeking a National Legal Consultant to support a multidimensional study on technology‑facilitated violence against women and girls (TFVAWG) in Egypt. The consultant will develop a comprehensive toolkit, training modules, standard operating procedures for legal clinics, and policy recommendations for criminal‑justice actors.

Key responsibilities

  • Review and integrate national legislation into the study framework.
  • Develop a nationally owned toolkit and associated training/learning modules on TFVAWG.
  • Draft comprehensive SOPs (minimum 20 pages) for legal clinics at selected law schools, covering governance, workflow, case management, monitoring and reporting.
  • Co‑deliver two training sessions for law students on operating legal clinics and providing legal aid to women and girls affected by cyber VAW&G, and submit summary reports.
  • Produce a policy paper (minimum 30 pages) with recommendations tailored for criminal‑justice actors.
  • Support the establishment of legal clinics at Egyptian university law schools to enhance practical learning and access to justice.

Required profile

  • Advanced degree in law or a related field.
  • Demonstrated experience in gender‑based violence, cyber‑enabled violence, or human security research.
  • Proven ability to develop legal toolkits, SOPs, and training materials.
  • Experience collaborating with criminal‑justice institutions and academic law schools.
  • Strong analytical and report‑writing skills.
