PHI Outputs Consultant

About the role

The WHO Health Emergencies Programme is seeking an external consultant to provide short‑term technical support for strengthening Public Health Intelligence (PHI) outputs using the ePHEM platform in the Eastern Mediterranean Region. The role focuses on developing tools, documentation, and capacity‑building packages to improve rapid risk assessment and epidemic intelligence.

Key responsibilities

• Develop a concise PHI inception package to assist WHO Country Offices and Member States in initiating or enhancing PHI functions with ePHEM.
• Prepare practical guidance on essential PHI functions, roles, and signal workflows, including links to rapid risk assessment tools.
• Support testing, documentation, and deployment of ePHEM, PHI Assistant, AIM toolkit, and related digital early‑warning tools.
• Provide capacity‑building and technical assistance to countries for PHI implementation and rapid risk assessment.
• Contribute to the continuous improvement of digital decision‑support tools for epidemic intelligence.

Required profile

• Minimum 36 months (3 years) of professional experience in epidemiology, surveillance, or public health emergency management.
• Demonstrated experience with electronic public health platforms and rapid risk assessment processes.
• Ability to work independently as an external consultant and deliver high‑quality technical outputs.
