Tender & Proposal Manager – Engineering Consultancy

About the role

Al Burj Engineering Consultants is seeking an experienced Tender & Proposal Manager to lead the end‑to‑end preparation, coordination and submission of technical and commercial proposals for engineering consultancy projects across the MENA region. The role involves ensuring compliance with client requirements, maintaining high proposal quality and supporting business growth through effective bid strategies.

Key responsibilities

• Lead the full tendering lifecycle from initial review to final submission.
• Analyse RFPs, RFQs, EOIs and related tender documents.
• Develop proposal schedules and coordinate multidisciplinary inputs.
• Prepare technical and commercial sections, including methodologies, narratives and compliance matrices.
• Manage electronic submissions and conduct final proposal reviews.
• Support Go/No‑Go decisions, bid strategies and fee proposals.
• Supervise Tender Engineers, assign tasks and monitor progress.
• Maintain proposal templates, libraries, CVs and certifications.
• Drive continuous improvement of tendering procedures.

Required profile

• Bachelor’s degree in Engineering from a recognized university.
• 5–10 years of experience in tendering, proposal management or engineering consultancy.
• Proven experience leading consultancy tender submissions.
• Familiarity with public and private procurement processes, especially in the MENA region.
• Strong leadership, organisational and communication abilities.
