Data Governance Manager

About the role

PwC is seeking a client‑facing Data Governance Manager to design and implement governance programmes that ensure trusted, compliant, and high‑quality data across client enterprises in the Middle East. You will work closely with Data/Analytics, Engineering, Security, Risk, Legal and business stakeholders to embed governance into data pipelines and business processes.

Key responsibilities

• Define and align a pragmatic data governance strategy with client business outcomes.
• Establish operating models, councils, RACI matrices and data owner/steward roles.
• Develop and maintain policies, standards and procedures for data quality, metadata, classification, access and retention.
• Stand up and administer enterprise data catalogs, business glossaries and manage critical data elements.
• Drive metadata standards, automated lineage and impact analysis.
• Define data quality dimensions, rules, thresholds and SLAs; implement monitoring, alerting and issue remediation.
• Implement data classification, privacy‑by‑design, RBAC/ABAC, masking, encryption and least‑privilege access.
• Support compliance with regional regulations (Egypt PDPL, KSA PDPL, UAE Data Protection Law, Bahrain PDPL, Qatar PDP, GDPR/CPRA) and sectoral requirements (SOX, PCI DSS, HIPAA).
• Define retention, archival and disposal schedules; assess governance risk of new data sources and vendors.
• Lead governance councils, steward communities and drive adoption through communication and training.

Required profile

• Proven experience in data governance, data quality or data management within a consulting or enterprise environment.
• Strong stakeholder management skills across analytics, engineering, security, risk and legal domains.
• Ability to design governance frameworks that align with business objectives and regulatory requirements.
