Health Technical Advisor – Child & Maternal Health

About the role

The Health Technical Advisor provides strategic and technical leadership for child health, sexual and reproductive health, maternal‑newborn health, and health‑systems strengthening across development and humanitarian programmes. Reporting to the PDQI Director, the role ensures high‑quality, donor‑attractive health programming and represents Save the Children in inter‑agency forums.

Key responsibilities

• Lead the development, periodic review and implementation of the country health strategy, thematic plans and emergency preparedness plans, aligning them with the Country Strategic Plan.
• Provide strategic leadership on health components, ensuring coherence across child health, maternal‑newborn health, adolescent health, mental health and psychosocial support, and systems‑strengthening priorities.
• Apply systems‑for‑health thinking to inform strategic priorities, programme adaptation and advocacy, especially in fragile and emergency‑affected contexts.
• Monitor national and humanitarian context changes and guide timely strategic adjustments to maintain quality, relevance and impact.
• Offer technical leadership and advisory support for programme design, proposal writing, master budgeting and field implementation.
• Represent Save the Children in inter‑agency fora and coordinate with donors and partners.

Required profile

• Proven experience in strategic health programming for children, adolescents and mothers in development and humanitarian settings.
• Demonstrated ability to develop and implement health sector strategies and thematic plans.
• Experience working with donors and securing funding for health initiatives.
• Willingness and ability to spend at least 50% of time in the field across governorates such as Greater Cairo, Aswan, Alexandria, Minia and Assiut.
• Strong analytical and advocacy skills, with the capacity to adapt programmes to evolving contexts.
