Monitoring, Evaluation, Accountability & Learning (MEAL) Officer

About the role

The MEAL Officer will lead the operationalisation of the project Monitoring, Evaluation, Accountability and Learning (MEAL) system under a Results‑Based Financing (RBF) approach in Assiut. The role ensures that data are credible, timely and verifiable to support adaptive management, donor reporting and independent verification.

Key responsibilities

• Design, finalise and operationalise the MEAL plan, IPTT, SOPs and toolkits aligned with RBF payment metrics.
• Set up databases, data‑management pipelines and Power BI dashboards for near‑real‑time performance monitoring.
• Implement Data Quality Assurance procedures, verification sampling frames and traceability processes for payment‑linked indicators.
• Supervise the MEAL Assistant, enumerators and household coaches, ensuring corrective actions for data‑quality gaps.
• Support training of coaches, volunteers and enumerators and organise learning events.
• Contribute to baseline, midline and end‑line studies and oversee external evaluations.

Required profile

• Extensive experience in MEAL systems, preferably within RBF or similar financing models.
• Strong analytical mindset with the ability to monitor and verify data in real time.
• Proven experience supervising field teams and managing data‑quality processes.
• Excellent communication skills for training and stakeholder engagement.
