Monitoring, Evaluation, Accountability & Learning (MEAL) Officer

About the role

The MEAL Officer will lead the operationalisation of the project Monitoring, Evaluation, Accountability and Learning (MEAL) system under a Results‑Based Financing approach. Based in Assiut, the role ensures real‑time, high‑quality data for adaptive management, donor reporting and independent verification.

Key responsibilities

• Design, finalise and operationalise the MEAL plan, IPTT, SOPs and related toolkits aligned with RBF payment metrics.
• Set up and maintain databases, data pipelines and Power BI dashboards for near‑real‑time performance monitoring.
• Implement Data Quality Assurance (DQA) procedures, verification sampling and traceability processes for payment‑linked indicators.
• Supervise MEAL Assistant, enumerators and household coaches, ensuring corrective actions for data gaps.
• Provide technical supervision and training to coaches, volunteers and enumerators.
• Support baseline, midline and end‑line evaluations and coordinate external evaluation activities.

Required profile

• Proven experience in MEAL system design and implementation, preferably in RBF‑based projects.
• Strong background in real‑time data collection, monitoring and verification.
• Experience supervising field teams and managing data quality processes.
• Ability to work closely with programme staff and donors to ensure timely, credible reporting.
