Construction Procurement Section Head

About the role
We are seeking a highly motivated and experienced Construction Procurement Section Head to lead the procurement function across multiple construction projects. The role involves supervising procurement engineers and buyers, ensuring cost‑effective purchasing, and supporting project teams with timely delivery of materials, equipment, and subcontractor services.
Key responsibilities
- Lead and supervise the daily activities of the procurement team.
- Manage procurement of construction materials, equipment, and subcontractor packages for ongoing projects.
- Review material requisitions and coordinate procurement priorities with project teams.
- Source, evaluate, and pre‑qualify suppliers and subcontractors.
- Conduct commercial evaluations, prepare comparison sheets, and recommend award decisions.
- Negotiate prices, payment terms, delivery schedules, and contractual conditions.
- Issue and monitor purchase orders and subcontract agreements.
- Ensure timely delivery of materials and services in line with project schedules.
- Monitor supplier and subcontractor performance and maintain approved vendor databases.
- Coordinate closely with Technical Office, Planning, Cost Control, Projects, and Finance departments.
- Identify cost‑saving opportunities and support value‑engineering initiatives.
- Prepare procurement reports, plans, and performance KPIs for management review.
- Ensure compliance with company procurement policies and procedures.
Required profile
- Bachelor's degree in Engineering (Civil, Mechanical, Electrical, Architecture, or equivalent).
- 7–10 years of procurement experience in the construction industry.
- 2–3 years of supervisory or team‑lead experience.
- Strong knowledge of construction materials, procurement processes, and subcontracting practices.
- Experience with local and international procurement is an advantage.
- Strong negotiation, analytical, and commercial skills.
- Excellent communication, leadership, and team‑management abilities.
- Ability to manage multiple procurement packages and deadlines simultaneously.
