Country CAPEX Control Lead

About the role

The Country CAPEX Control Lead supports the Country Portfolio Senior Manager in coordinating the country CAPEX portfolio across Cement, RMX and Geocycle businesses. The role consolidates CAPEX requirements, prepares business case documentation, coordinates portfolio reporting, maintains portfolio data in ERP/OnePPM and ensures compliance with Group investment processes and portfolio governance standards. It acts as the day-to-day focal point between plants, Finance, Procurement and project teams, and offers technical and analytical support to the Senior Manager.

Key responsibilities

• Consolidate CAPEX requirements, review investment proposals for completeness and quality, and prepare inputs for the annual CAPEX envelope, forecasts and cash-out plans
• Prepare draft business cases, feasibility studies, ROI analyses and supporting investment documentation
• Maintain the country CAPEX portfolio database and status in ERP/OnePPM, and update it throughout the investment lifecycle
• Guide project managers on CAPEX governance, reporting requirements and investment procedures
• Review CAPEX proposals during PDP and MTP cycles and support investment justification, cost-benefit analysis and sustaining CAPEX allocations
• Develop monthly CAPEX dashboards, forecasts and management reports, and prepare rolling forecasts and cash-out plans
• Coordinate with country entities, Finance, Procurement, project teams, regional and Group stakeholders, and external consultants and suppliers
• Handle CAPEX system requests (project creation, budgets, access) and maintain project documentation and archives
• Promote consistent application of CAPEX governance and contribute to continuous improvement through knowledge sharing

Required profile

• Bachelor's degree in Mechanical, Electrical or Civil Engineering
• Preferred: professional project management certification (PMP, PMBOK or equivalent)
• 7-10 years of progressive experience in cement manufacturing, industry or other capital-intensive sectors
• 3-5 years in CAPEX management, project engineering, project controls, portfolio coordination or investment planning
• Experience with cross-functional teams and multiple CAPEX projects; management reports and dashboards preferred

• Good understanding of cement manufacturing or other capital-intensive industrial environments
