Data and Digital Transformation Consultant (Remote, 18 months)

About the role

UNICEF is seeking a senior consultant to provide high‑quality analytical, advisory, and technical support to the Ministry of Education and Technical Education (MoETE) in Egypt. The role focuses on advancing evidence‑informed decision‑making and digital transformation across the education sector.

Key responsibilities

• Support sector analysis, strategic planning, and reform implementation.
• Develop and oversee digital systems and innovations that strengthen data‑driven management, coordination, monitoring, and service delivery.
• Lead stakeholder consultations, requirements analysis, and the design of technology‑enabled solutions.
• Provide capacity‑building initiatives for government counterparts and development partners.

Required profile

• Advanced university degree (PhD) in Education, Data Analytics, Educational Technology, Digital Learning or a related field.
• Minimum 15 years of progressive experience in education sector development, digital transformation, or large‑scale data and evidence systems.
• Strong experience in qualitative research, data analysis, coding and synthesis of large datasets, and translating findings into actionable policy recommendations.
• Proven track record in technical advisory support for education sector analysis, strategic planning, policy development, and partnership frameworks.
• Extensive experience working with government counterparts and international development partners.
