Data and Digital Transformation Consultant (Remote)

About the role

UNICEF is seeking a senior consultant to provide high‑quality analytical, advisory and technical support to the Ministry of Education and Technical Education (MoETE) in Egypt. The role focuses on advancing evidence‑informed decision‑making and digital transformation across the education sector.

Key responsibilities

• Conduct sector analysis, strategic planning and support reform implementation.
• Develop and oversee digital systems and innovations that strengthen data‑driven management, coordination, monitoring and service delivery.
• Lead stakeholder consultations, requirements analysis and design of technology‑enabled solutions.
• Provide technical advisory to government and development partners on policy, partnership frameworks and capacity‑building initiatives.
• Generate evidence through qualitative research, data analysis and synthesis of large datasets, translating findings into actionable recommendations.

Required profile

• Advanced university degree (PhD) in Education, Data Analytics, Educational Technology, Digital Learning or a related field.
• Minimum 15 years of progressive experience in education sector development, digital transformation, data and evidence systems, preferably on large‑scale national or international programmes.
• Proven track record in technical advisory for education sector analysis, strategic planning, policy development and partnership frameworks.
• Extensive experience working with government counterparts and development partners, including designing and delivering capacity‑building initiatives.
