MEAL Officer – Results‑Based Financing (RBF) – Assiut

About the role

We are seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to lead the operationalisation of the MEAL system for a Results‑Based Financing (RBF) project based in Assiut. The role ensures credible, timely, and verifiable data for adaptive management, donor reporting, independent verification and organisational learning.

Key responsibilities

• Design, finalise and operationalise the MEAL plan, IPTT, SOPs and toolkits, aligning indicators with payment metrics and verification protocols under the RBF model.
• Develop and maintain the project log‑frame on PRIME, ensuring indicator progress and verification evidence are up‑to‑date.
• Lead database design, data‑management pipelines and Power BI dashboards for near‑real‑time performance monitoring.
• Implement Data Quality Assurance (DQA) procedures, verification sampling frames and traceability processes for payment‑linked indicators.
• Supervise the MEAL Assistant, enumerators and household coaches, ensuring corrective actions for any data‑quality gaps.
• Conduct routine monitoring cycles, guaranteeing completeness, timeliness and disaggregation (gender, age, disability, enterprise type, revenue).
• Provide training to coaches, volunteers and enumerators and support learning events in collaboration with REL specialists.
• Contribute to baseline, midline and end‑line studies and oversee external evaluation activities.

Required profile

• Significant experience in MEAL, preferably within RBF or results‑based programmes.
• Proven ability to supervise field teams and manage real‑time data collection.
• Willingness to travel up to 30 % and to work in close contact with children and young people, complying with child safeguarding policies.
• Strong analytical mindset and capacity to translate data into actionable insights.
