Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Manager will lead the design, implementation and continuous improvement of Save the Children’s MEAL system across humanitarian and development programmes in Egypt. Reporting to the Program Development and Quality Director, the role supervises a team of MEAL officers and ensures evidence‑based decision‑making at project and country level.

Key responsibilities

• Develop and oversee a country‑wide MEAL framework that complies with SCI standards, donor requirements and the Core Humanitarian Standards.
• Ensure timely data collection, entry and analysis in the PRIME system and maintain up‑to‑date information in the Lofgrame and IPTT tools.
• Lead routine monitoring, evaluation, baseline assessments, feasibility studies and research, with gender, disability and marginalised group disaggregation.
• Coordinate the documentation and dissemination of success stories, lessons learned and evidence to inform programme design and advocacy.
• Manage the MEAL budget, supervise 5 MEAL officers and an accountability specialist, and provide coaching and capacity‑building for staff and partners.
• Champion knowledge management by developing platforms for evidence sharing and supporting learning agendas, workshops and after‑action reviews.

Required profile

• Advanced degree in Monitoring & Evaluation, International Development, Social Sciences or a related field.
• Minimum 7 years of progressive experience in MEAL within humanitarian or development NGOs, including supervisory responsibilities.
• Proven ability to work with multiple stakeholders, donors and technical teams across country and field offices.

Required skills

• Strong proficiency with Power BI for dashboard creation and data visualisation.
• Hands‑on experience with the PRIME MEAL information system.
• Advanced data analysis skills, including disaggregation by gender, disability and vulnerability.
