Program Quality Director (Expat Only)

About the role

The Program Quality Director will lead all QA/QC activities across a large‑scale construction programme, ensuring that every package meets client, contractual and international standards. This senior position reports to senior management and requires extensive experience in mega‑projects and expatriate assignments.

Key responsibilities

• Lead and manage project‑wide QA/QC for construction, engineering, procurement and subcontractors.
• Develop and implement the overall quality management strategy, procedures and KPIs.
• Ensure compliance with client requirements, contractual obligations, ISO standards and international codes.
• Oversee inspections, audits, testing activities, NCRs and corrective/preventive actions.
• Review and approve quality plans, ITPs, method statements and related documentation.
• Coordinate with clients, consultants, subcontractors and third‑party inspectors on quality matters.
• Monitor project quality performance and provide regular reports to senior management.
• Lead, mentor and develop the project quality team across all packages.

Required profile

• Bachelor’s degree in Engineering or a related technical field (Master’s preferred).
• Professional certifications such as ISO Lead Auditor, CQE or equivalent highly preferred.
• 18–20 years of experience in construction quality management, including at least 8 years in senior leadership of mega‑projects.
• Proven experience on large‑scale mixed‑use, hospitality, infrastructure or giga projects.
• Experience working in the Middle East/GCC region is highly preferred.
• Strong knowledge of international construction standards and quality systems.
• Excellent leadership, communication and stakeholder management skills.
• Fluent in English.
