Regional Humanitarian Specialist – P4

About the role

UN Women’s Regional Office for Arab States is seeking a senior professional to lead humanitarian programming across the region. The Regional Humanitarian Specialist will provide technical leadership, develop gender‑transformative programmes and support country and multi‑country offices in delivering effective humanitarian response.

Key responsibilities

• Lead the design and development of humanitarian programmes for country offices, multi‑country offices and programme presence teams.
• Prepare and update regional programme documents, ensuring alignment with UN Women’s humanitarian strategy and standards.
• Review programme proposals from country offices and provide technical guidance to ensure compliance with humanitarian standards.
• Advise on contextualising and localising programme documents, country strategies and knowledge products.
• Manage monitoring, reporting and evaluation of humanitarian actions in collaboration with programme teams.
• Deliver technical and capacity‑building support to country and multi‑country offices and partners.
• Provide substantive technical and policy advice to strengthen projects and programmes.
• Develop, implement and monitor capacity‑building initiatives for staff and partners.

Required profile

• Senior professional with extensive experience in humanitarian programming and gender‑transformative action.
• Proven ability to lead programme development, provide technical guidance and manage monitoring and reporting.
• Strong knowledge of UN Women’s humanitarian strategy and relevant humanitarian standards.
• Experience working with country offices, multi‑country offices and regional partners.
• Ability to exercise professional judgment on technical matters and consult on strategic decisions.
