Director, Treasury & Markets – Resource Mobilisation

About the role

The Director of Treasury & Markets (Resource Mobilisation) will lead the Resource Mobilisation Department, shaping and executing the bank’s funding strategy. Reporting to the Group Treasurer, you will ensure broad market access and deep liquidity to support the bank’s ambition of expanding Africa’s share of global trade.

Key responsibilities

• Develop and implement a comprehensive resource mobilisation strategy that provides robust market access to debt and loan capital markets.
• Design and operationalise a talent resource planning framework for the department, including succession planning.
• Collaborate with Treasury Analytics, Planning and Reporting to identify funding gaps and devise annual funding plans.
• Coordinate with Guarantees & Specialised Finance to integrate their funding capabilities into the overall plan.
• Lead fundraising initiatives targeting African and Caribbean central banks, fund managers, institutional investors, and corporate partners.
• Maintain and update investor databases, track preferences, and nurture relationships to maximise funding opportunities.
• Oversee debt and capital market activities in targeted local markets to raise local‑currency funding.

Required profile

• Proven experience in treasury, capital markets, or resource mobilisation within a financial institution.
• Strong leadership skills with a track record of managing diverse teams.
• Hands‑on, self‑starter attitude with the ability to work independently and deliver results.
• Deep understanding of African and Caribbean financial markets and funding structures.
