Head of Oracle Practice

About the role

Arcsen is establishing an Oracle practice and needs its leader to build it from the ground up. The practice will cover Oracle for finance, supply chain and human capital, and the region is shifting from Oracle E-Business Suite to Oracle Fusion Cloud; it will also own the integration between Oracle and Salesforce. Based in the Cairo office, which will act as the delivery hub, you will define offerings, set up the Oracle alliance, originate the first engagements, recruit the founding team and lead delivery, with full accountability for the practice as a business.

Key responsibilities

• Build and lead the practice: author the 12-month business plan (offerings, pricing, margin targets, hiring plan, delivery model) and own bookings, revenue, utilisation and gross margin.
• Define the service catalogue across Oracle Fusion Cloud ERP, HCM, SCM and EPM implementations, EBS 12.2 upgrades, EBS-to-Fusion migrations, application managed services and Oracle-Salesforce integration.
• Establish the Oracle alliance: enrol Arcsen in Oracle PartnerNetwork, build co-sell and referral relationships with Oracle's Middle East sales and partners, and drive growth by originating and closing the first engagements.
• Lead presales (solution design, estimation, proposals, statements of work, tender responses across the GCC) and introduce Oracle services to existing clients.
• Lead delivery personally or directly oversee early engagements, set up methodology, estimation, quality gates, governance and escalation paths, and act as executive sponsor for Oracle clients.
• Recruit and develop the founding team (solution architects, functional leads, integration specialists, project managers), grow the Cairo delivery bench and run the practice certification programme.
• Work with the Salesforce and MuleSoft teams on joint Oracle and Salesforce propositions.

Required profile

• 12+ years in Oracle Applications consulting, including 5+ years on Oracle Fusion Cloud, in a systems integrator or consulting environment.
• Hands-on functional and/or solution-architecture expertise in Oracle E-Business Suite R12 and Oracle Fusion Cloud ERP; Financials and Procurement essential, Supply Chain and/or HCM highly valued.
• Proven delivery leadership with at least two end-to-end Fusion Cloud implementations, one EBS-to-Fusion migration or re-implementation and one EBS implementation or major upgrade, with references requested.
• Commercial ownership: originated and closed engagements, led presales and authored proposals and statements of work.
• Delivery experience with GCC clients, including localisation requirements (ZATCA e-invoicing, VAT, WPS, GOSI, Hijri calendar, Arabic reporting) and public-sector procurement.
• Relationships within Oracle's Middle East partner and sales ecosystem, and experience recruiting and leading Oracle consulting teams.
• Bachelor's degree in Computer Science, Engineering, Business, Accounting or a related field; fluent English and ability to travel up to 25% across the region.

• Preferred: Oracle Cloud Implementation Professional certifications (Financials, Procurement, SCM or HCM)
• Preferred: Oracle Integration Cloud and/or MuleSoft, Oracle EPM and Oracle Cloud Infrastructure
• Preferred: background at Oracle Consulting or a top-tier Oracle partner, business-level Arabic, MBA or professional accounting qualification (CPA, CMA, ACCA)
