About the role
The Health Safety Environment (HSE) Manager will lead the implementation of safety, health and environmental policies for a high‑speed rail project in Egypt. Reporting to the group HSE department, the manager ensures that all construction and track‑work activities comply with the company’s QSE standards and local regulations.
Key responsibilities
- Deploy TSO Group HSE objectives and cascade policies to site management and subcontractors.
- Lead by example, enforcing Life‑Saving Rules, Safe Work Procedures and Protection Rules.
- Control hazards related to trackwork, rail access, on‑track plant, welding, grinding, stressing and material handling.
- Oversee the Performance Improvement Plan (PIP) linked to HSE safety KPIs.
- Ensure environmental compliance for ballast movement, waste, hazardous materials and spill control.
- Conduct daily trackwork safety briefings, HSE inductions and toolbox meetings.
- Perform regular walk‑through inspections of on‑track machinery and safety equipment.
- Validate daily checklists via tablets and monitor operator competency, fatigue and rule compliance.
- Verify track protection setups (detonators, red flags, STOP boards, safety lookouts) and implement lone‑worker, night‑shift and possession safety measures.
Required profile
- Proficiency in QHSE standards and construction‑industry risk management.
- Strong knowledge of quality management systems and ISO management standards.
- Experience with railway operational safety, possession planning and worksite protection.
- Expertise in HSE risk management for trackwork activities (welding, stressing, tamping, ballasting, lifting).
- Familiarity with investigation and root‑cause analysis tools.
- Knowledge of on‑track plant (tamping, regulator, OCS equipment).
- Excellent command of English (reading, writing, speaking).
- Egyptian nationality required.
