HR Business Officer – Workforce Strategy & Talent Management

About the role

The HR Business Officer will support the Department of Human Resources and Talent Management in delivering strategic workforce planning, talent acquisition and HR advisory services for the World Health Organization. Working closely with senior leaders, the incumbent will translate organisational goals into actionable HR strategies.

Key responsibilities

• Develop and implement workforce plans aligned with client‑group objectives, ensuring optimal use of human resources.
• Provide expertise in job design, classification and contract type selection, including negotiation of special agreements.
• Lead recruitment and selection processes for fixed‑term and temporary staff, promoting gender and geographic diversity.
• Advise on entitlements, benefits and complex HR legal cases in line with WHO policies.
• Support performance management, career progression and professional development initiatives.
• Collaborate with HR Business Partners, HQ and Regional Offices to address HR‑related matters.

Required profile

• Relevant experience in strategic HR planning, talent acquisition and HR advisory within an international or public‑sector environment.
• Strong knowledge of UN Common System compensation, benefits and staffing regulations.
• Excellent communication and stakeholder‑management skills.
