HR Operations Manager – Cairo

About the role

We are seeking an experienced HR Operations Manager to establish and lead the HR function for our Cairo office. The role will oversee HR operations, employee relations, recruitment, medical insurance, organization design and ensure compliance with Egyptian labour legislation.

Key responsibilities

• Set up and manage HR procedures, workflows and employee services for the Egypt office.
• Oversee day‑to‑day HR operations including personnel records, onboarding, off‑boarding, attendance and documentation.
• Handle employee relations issues, grievances, disciplinary actions, investigations and workplace matters.
• Lead recruitment processes from sourcing to onboarding, including interviews, offers and selection.
• Develop and maintain job descriptions, organization charts, reporting lines and position records.
• Administer medical insurance – enrollment, renewals, claims support and employee inquiries.
• Ensure compliance with Egyptian labour law, social insurance regulations and other statutory HR requirements.
• Build and develop a local HR team to deliver effective HR services.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field.
• 7–10 years progressive HR experience, with at least 3 years in a supervisory or leadership role.
• Strong knowledge of Egyptian labour law and social insurance regulations.
• Experience in HR operations, employee relations, recruitment, medical insurance and organization design.
• Proven ability to design and implement HR processes and service structures.
• Professional HR certification (SHRM, CIPD, PHR or equivalent) is preferred.
