MEAL Officer – Aswan

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will join the Programme Development, Quality and Impact team in Aswan. The role provides hands‑on support to design, implement and oversee a robust MEAL system that meets SCI standards, donor requirements and the needs of beneficiaries.

Key responsibilities

• Design and implement a comprehensive MEAL system, including monitoring tools and accountability mechanisms.
• Lead baseline, mid‑term and end‑line evaluation studies, develop terms of reference, manage external consultants and review evaluation reports.
• Ensure gender‑sensitive, participatory monitoring processes that capture the voice of children.
• Support beneficiary complaint and response systems and contribute to organizational learning.
• Provide capacity‑building training on MEAL concepts and tools for staff and partners.
• Forecast and monitor MEAL budgets and contribute to annual monitoring and reporting.
• Collaborate closely with the MEAL Manager, MEAL Assistant, programme staff and partners.
• Respond to major humanitarian emergencies, adapting working hours and duties as needed.

Required profile

• Member of the Programme Development, Quality and Impact team with hands‑on experience in MEAL activities.
• Experience designing and managing monitoring and evaluation systems for development programmes.
• Proven ability to conduct and support baseline, mid‑term and final evaluations.
• Understanding of gender‑sensitive and child‑participatory approaches.
• Experience delivering capacity‑building sessions for staff and partners.
• Willingness to work flexible hours during emergencies and maintain Level 3 child safeguarding contact.
