Monitoring & Evaluation Consultant – Red Sea Fisheries Project

About the role

WorldFish is seeking a Monitoring, Evaluation and Learning (MEL) Consultant to design, implement, and support a gender‑responsive MEL system for the RedSeaFish project. The role will be based in the project management unit in Cairo and will work closely with FAO, GEF, and national partners across six Red Sea countries.

Key responsibilities

• Develop and operationalise the project MEL plan in line with FAO and GEF requirements.
• Define indicators, baselines, targets and verification methods, including sex‑disaggregated data.
• Integrate gender and social inclusion indicators according to the Gender Action Plan.
• Establish MEL tools and procedures for systematic data collection, validation and analysis.
• Support national partners in monitoring, reporting and quality‑assuring MEL inputs for inception, progress and annual reports.
• Synthesize monitoring findings, lessons learned and good practices to inform adaptive management.

Required profile

• Proven experience designing and managing MEL systems for international development projects.
• Familiarity with FAO and GEF monitoring, reporting and evaluation frameworks.
• Strong understanding of gender‑responsive data collection and analysis.
• Experience working with fisheries or aquatic food systems in a multi‑country context is an advantage.
