PHI Tool Development Consultant

About the role

The WHO Health Emergencies Programme is seeking an external consultant to support the continuation and expansion of the Public Health Intelligence (PHI) initiative across the Eastern Mediterranean Region. The consultant will strengthen the regional PHI Community of Practice, provide technical guidance to Phase 1 countries, and help roll out the Epidemic Intelligence from Open Sources (EIOS) platform to new member states.

Key responsibilities

• Update and implement a simple workplan for the PHI Community of Practice, defining priority topics and scheduled engagements.
• Organise and facilitate regular virtual sessions with PHI focal points to share updates, challenges and best practices.
• Produce concise summary notes after each session, capturing agreed actions and next steps.
• Provide ongoing technical follow‑up to Phase 1 countries on PHI implementation and EIOS usage.
• Deliver orientation, ePHEM training and initial implementation support for additional countries interested in PHI and EIOS.
• Document progress, achievements, challenges and recommendations to guide further scale‑up.
• Develop and maintain partnership documents, workplans and coordination materials related to PHI.

Required profile

• Demonstrated experience in public health intelligence, epidemic intelligence or related health‑security fields.
• Proven ability to work with multiple stakeholders across countries and facilitate virtual knowledge‑exchange sessions.
• Strong documentation and reporting skills.

Required skills

• In‑depth knowledge of the PHI framework and the EIOS platform.
• Familiarity with ePHEM training concepts and public‑health surveillance tools.
