Procurement Specialist – Power Sector/EPC Projects

About the role

AZOROM is looking for a Procurement Specialist to support a power‑sector consultancy assignment in Alexandria, Egypt. The project focuses on upgrading the Alexandria Regional Control Centre (ARCC) and includes SCADA/EMS, telecommunications, RTUs, fibre‑optic works and related facility upgrades.

Key responsibilities

• Prepare EPC tender documents, procurement sections, instructions to bidders and evaluation methodology.
• Develop procurement plans, tender schedules and implementation reports.
• Manage the tendering process: handle bidder queries, clarifications, correspondence, meetings and addenda.
• Assist in technical and financial bid evaluation and draft evaluation reports.
• Support contract negotiations and the preparation of EPC contract documents.
• Provide procurement inputs for financier no‑objection letters and progress reports.
• Ensure compliance with procurement documentation and audit requirements.
• Coordinate with technical, financial, environmental and project‑management experts.

Required profile

• Degree in Engineering, Procurement, Law, Business Administration, Finance or related field.
• Fluent English.
• Minimum 8 years of experience in procurement, tendering, contract award or administration for infrastructure, energy or utilities projects.
• Experience with EPC procurement and international financing institution procedures (e.g., World Bank, EU, AFD).
