Project Control Manager – Fiber Rollout (Damascus)

About the role

The Project Control Manager will lead planning, monitoring and control of a large‑scale Outside Plant (OSP) fiber rollout program in Damascus. This senior, full‑time position requires establishing a centralized project‑controls framework to ensure visibility, data integrity and operational excellence across scheduling, cost, reporting, contracts, HSE, permitting and quality assurance.

Key responsibilities

• Own end‑to‑end project controls from planning through final handover of fiber rollout activities.
• Oversee scope assignment and distribution to contractors across all regions.
• Manage the Project Controls Office covering scheduling, reporting, cost control, contracts, materials, asset management, HSE and QA.
• Drive standardized reporting, dashboards and KPIs across departments and regions.
• Lead risk management – identification, impact assessment and mitigation planning.
• Monitor contractor and vendor performance against approved Project Implementation Plans.
• Oversee change management to maintain scope, budget and schedule stability.
• Coordinate with PCC teams to close financial gaps and support invoicing activities.
• Build strong relationships with client management, contractors and cross‑functional teams.

Required profile

• 15+ years of experience in project controls, project management or telecom infrastructure delivery.
• Minimum 5 years in a senior or managerial role on large‑scale telecom or infrastructure projects.
• Bachelor’s degree in Engineering, Telecommunications or a related field.
• Strong expertise in project control methodologies, cost management and scheduling.
• International experience in a developed telecom market is an advantage.
