Senior Programme Manager - Azure Data Platform

About the role

A pan-African telecom and fintech group is hiring two Senior Programme Managers to lead delivery on its Azure modern data platform programmes. These are senior, hands-on governance roles, not PMO support functions. You will own scope, milestones, dependencies, risks, stakeholders and cross-team coordination from programme inception through to go-live. The engagement is based in Egypt, with Cairo preferred, and starts as soon as possible.

Key responsibilities

• Own end-to-end delivery of Azure modern data platform initiatives (Databricks, Azure Data Factory, Azure Synapse Analytics, Azure Data Lake Gen2, Microsoft Fabric)
• Design and operate programme governance: RAID logs, dependency mapping, steering committee reporting, milestone tracking and risk escalation
• Coordinate across multiple concurrent workstreams and resolve dependency conflicts before they block progress
• Manage stakeholders up to C-level and VP-level sponsors, including steering committee facilitation
• Handle vendor governance: contract oversight, SLA enforcement, performance management and formal escalation
• Manage scope through formal change control, de-scope decisions with impact analysis and Phase 2 planning
• Produce executive dashboards, RAG status, milestone forecasting and board-level reporting

Required profile

• Demonstrable senior delivery experience on Azure modern data platform programmes in production environments
• Proven track record leading programme governance, not just running Agile ceremonies
• Experience managing cross-team dependencies across three or more concurrent workstreams
• Strong stakeholder management experience at C-suite and VP level
• Telecom, fintech or large enterprise background preferred
• Egypt-based; Cairo preferred

Required skills

• Hands-on use of Jira Advanced Roadmaps or equivalent enterprise programme tooling
• Preferred certifications: PMP, PRINCE2 or equivalent programme delivery certification, and SAFe, PMI-ACP or relevant Agile at scale certification (preferred, not a hard requirement)
