Expert Team Leader – Primary Health Care (Egypt)

About the role

Expertise France is seeking an Expert Team Leader to drive the implementation of its Primary Health Care project in Egypt. Based in Cairo, the role involves regular travel to the governorates of Minya, Kafr El Sheikh and Aswan and serves as the main technical interface with national and sub‑national partners.

Key responsibilities

• Provide technical leadership and coordination of all project activities under the supervision of the Project Manager.
• Guide the three governorate coordinators on technical matters while administrative supervision remains with the Project Manager.
• Mobilise, supervise and ensure quality of work delivered by national and international short‑term experts.
• Conduct institutional mapping, governance analysis and support the establishment of Local Health Steering Committees.
• Update the Primary Health Care operational manual, develop digital quality tools, dashboards and support continuous quality‑improvement cycles in PHC centres.
• Facilitate participatory assessments, promote patient trust through culturally adapted communication and oversee the creation of Facility Improvement Teams.

Required profile

• Proven experience in leading health‑sector projects or programmes.
• Ability to travel regularly across Egypt, including remote governorates.
• Strong capacity to work with national authorities, sub‑national counterparts and external experts.
• Excellent coordination skills to align technical inputs with field implementation.
