PMO Director – Turnkey Infrastructure Projects

About the role

The PMO Director is an independent control function reporting directly to the CEO. The role does not manage delivery teams but provides functional sign‑off on all project budgets, purchase orders, baseline plans and gate progression, ensuring the CEO has a real‑time view of financial performance and risks.

Key responsibilities

• Maintain functional authority over project budgets, purchase orders and baseline approvals.
• Provide the CEO with accurate, real‑time information on spend, schedule slippage and emerging risks.
• Ensure every cost overrun, delay or uncommitted spend is visible before it escalates.
• Oversee Earned Value Management reporting and procurement governance.
• Manage end‑to‑end risk registers, including probability/impact scoring, mitigation planning and contingency reserve allocation.

Required profile

• Bachelor's degree in Electrical Engineering, Civil Engineering or a related field.
• PMP certification required; MBA or advanced finance/business degree strongly preferred.
• Minimum 12 years of experience in project controls or PMO leadership within EPC, power infrastructure or utilities.
• Proven experience on substation projects and/or underground cable projects.
