2nd Line Risk Manager (Cairo)

About the role

Bupa is looking for a 2nd Line Risk Manager (Risk Analyst Manager) for its Risk Assurance capability in Cairo, Egypt. The role leads a team of four Risk Analysts who carry out desktop assurance, evidence reviews, risk analysis and management information, and reports to the Head of Risk Assurance. It supports the second-line assurance plan across UKI, Bupa Global and Functions, covering all material risk domains except IT risk, and works closely with Risk Assurance Managers, Risk and Compliance Business Partners and functional teams.

Key responsibilities

• Manage, coach and develop a team of four Risk Analysts, allocating and prioritising work to agreed quality standards and timelines.
• Provide day-to-day oversight of desktop assurance activity, evidence reviews, risk analysis, issue logs, working papers and management information.
• Support the Head of Risk Assurance in embedding a consistent second-line assurance rhythm, including workload planning, performance management, quality review and escalation.
• Review and quality assure analytical outputs so that conclusions are clear, evidence is referenced and findings are fit for review by managers and senior stakeholders.
• Identify themes, trends, control weaknesses, data quality issues and emerging risks, escalating material concerns through the Head of Risk Assurance and Risk Assurance Managers.
• Work with Risk Assurance Managers on scoping, evidence gathering, desktop reviews, issue validation, thematic analysis and reporting.
• Keep track of team capacity, delivery progress, timeline risks and quality issues, and support concise risk reporting, assurance summaries and governance updates for committees and oversight forums.
• Contribute to continuous improvement of assurance processes, evidence standards, templates and ways of working.
• Assess third-party, outsourcing, operational, conduct, customer, regulatory, resilience, strategic and change-related risks, excluding IT risk.
• Promote a strong risk culture, professional curiosity and evidence-based judgement within the analyst team.

Required profile

• Experience managing or supervising analysts, assurance professionals, risk professionals, control testers, compliance analysts or similar teams in a risk, assurance, compliance, internal audit, controls or governance environment.
• Strong understanding of risk management frameworks, control environments, assurance activity, issue management, risk reporting and governance escalation.
• Good understanding of the Three Lines model and the role of independent second-line oversight.
• Experience reviewing and quality assuring risk and control information, assurance evidence, management information, incidents, issues, actions or risk registers.
• Ability to coordinate desktop assurance reviews, evidence reviews, control assessments, risk analysis or management information across multiple business areas or functions.
• Comfortable working across a broad risk remit, excluding IT risk.
• Relevant professional qualification or willingness to work towards one in risk, compliance, audit, governance, insurance or financial services is desirable.

• Ability to manage workload, prioritise competing demands and meet deadlines.
• Confidence to coach team members and give constructive feedback.
• Desirable: experience using GRC systems, risk registers, reporting dashboards, Power BI, Excel and Microsoft software packages.
• Desirable: insurance, health insurance, financial services, regulated outsourcing, BCC or shared service experience.
