Development Controls Manager

About the role

The Development Controls Manager leads the planning, cost, and schedule control functions for all projects under development. This senior position is responsible for establishing robust control systems, monitoring performance, and ensuring projects meet financial and timeline targets.

Key responsibilities

• Design and maintain a comprehensive Planning & Projects Controls System, including manuals, process flow charts, and team structures.
• Formulate and regularly update the Project Master Budget, allocating design, construction, and supervision costs.
• Prepare and maintain project cash‑flow forecasts and the Project Master Schedule.
• Review and validate tender schedules against inputs from relevant departments.
• Develop construction phasing strategies in coordination with the Project Management team.
• Produce periodic reporting packages, management presentations, and stakeholder updates.
• Lead performance evaluations, identify cost and progress trends, and recommend corrective actions.
• Build Total Cost of Ownership (TCO) models and drive value‑engineering initiatives.
• Establish risk mitigation policies and ensure compliance with regulations and standards.
• Identify and implement process‑improvement initiatives to enhance operational efficiency.

Required profile

• B.Sc. in Engineering; postgraduate studies in Project Control Management or Project Management preferred.
• 10–15 years of experience in a similar project controls or development role.
• Strong command of English and excellent communication abilities.

Required skills

• Proficient use of Microsoft 365 applications.
• High‑level knowledge of project cost and time estimation across engineering disciplines.
• Advanced data presentation and concise report writing.
• Experience with Design‑for‑Value concepts.
