Foundational Learning Consultant – Remote (Egyptian nationals)

About the role

The consultancy provides technical leadership and project management for UNICEF’s Foundational Learning portfolio. Working closely with Egypt’s Ministry of Education and Technical Education, the consultant will co‑design, assure quality, and implement evidence‑based interventions across primary, preparatory and TVET levels.

Key responsibilities

• Lead the technical design, planning and scaling‑up packages for foundational learning programmes in partnership with MoETE.
• Coordinate timelines, stakeholders and deliverables to ensure coherent, high‑quality implementation and evidence generation.
• Establish performance monitoring, quality‑assurance processes and documentation to guide effective scale‑up.
• Integrate Ed‑Tech solutions and blended‑learning approaches to expand reach and improve learning outcomes.

Required profile

• Bachelor’s degree in Education, Social Sciences, International Development or Humanitarian Studies (Master’s degree is a strong asset).
• 10–15 years of progressively responsible experience in foundational learning, early‑grade education or adolescent remediation programmes.
• Proven experience co‑designing large‑scale education programmes with Ministries of Education and aligning them with national curricula and policies.
