International Consultancy for CSE Guidance in Humanitarian Settings

About the role

UNFPA is seeking an experienced consultant to develop programmatic guidance and essential content for Comprehensive Sexuality Education (CSE) in humanitarian settings. The assignment will focus on creating gender‑transformative, trauma‑informed CSE resources that can be used in‑school, out‑of‑school and digital formats, particularly for adolescents and youth in the Arab region.

Key responsibilities

• Analyse existing baselines of CSE acceptance in stable periods and assess fluctuations during crises.
• Design strategies to address systematic pushback against youth autonomy, especially for girls, in emergency contexts.
• Produce actionable guidance for proactive advocacy, partnership selection and government engagement.
• Develop high‑quality, evidence‑based CSE content that links to SRHR, GBV prevention and response services.
• Provide recommendations for sustainability and scaling of CSE programmes in fragile ecosystems.

Required profile

• Advanced degree in public health, education, gender studies or a related field.
• Proven experience designing and implementing CSE programmes in humanitarian or conflict‑affected settings.
• Demonstrated ability to work with UN agencies, NGOs and government partners.
• Strong analytical, research and report‑writing skills.
• Familiarity with gender‑transformative and trauma‑informed approaches.
