Consultant for Loss & Damage Methodology Recommendations (North Africa)

About the role
The International Organization for Migration (IOM) seeks an experienced consultant to develop loss & damage methodology recommendations and guidance for biennial transparency reporting in North Africa. The assignment is remote, coordinated with IOM’s Regional Office for MENA in Cairo, and runs for 50 days over three months (mid‑September to mid‑December 2026).
Key responsibilities
- Analyse existing national and international approaches to loss & damage assessment, including Post‑Disaster Needs Assessments, Sendai Framework indicators, and UNFCCC guidance.
- Identify technical, methodological and data gaps that limit consistent policy‑relevant assessment and reporting.
- Draft concrete methodology recommendations and a guidance document for biennial transparency reporting.
- Support integration of loss & damage considerations into NDCs, NAPs, and sectoral climate policies.
- Prepare concise deliverables and present findings to IOM and partner stakeholders.
Required profile
- Advanced degree in climate change, environmental science, disaster risk management, or a related field.
- Proven experience in loss & damage assessment, climate policy analysis, or adaptation planning, preferably in North Africa or similar contexts.
- Demonstrated ability to work remotely, meet tight deadlines, and produce high‑quality technical reports.
- Strong analytical, synthesis and communication skills.
