Cost Manager (Pre-Contract)

About the role

JLL is looking for a Cost Manager with pre-contract experience to manage cost management and quantity surveying services across all project stages. The position is on-site in Cairo.

Key responsibilities

• Manage cost management and quantity surveying services throughout all project stages
• Lead and supervise junior team members and support their technical development
• Prepare and review budget estimates, cost plans and pre-contract cost estimates
• Prepare, review and manage Bills of Quantities in line with standard measurement methods
• Manage tendering, tender analysis and tender evaluation reports
• Manage change control, variation assessments and commercial evaluations
• Monitor project costs, prepare cost reports and reconcile budget versus actuals
• Review measurements and quantities using CostX or equivalent software
• Prepare and monitor project cash flow forecasts
• Take part in commercial and technical meetings with clients, consultants and stakeholders
• Support project delivery teams in commercial strategy, procurement and risk management
• Ensure compliance with internal quality standards and client requirements

Required profile

• 6-9 years of experience in the real estate and construction sector
• 1-2 years of experience leading or supervising teams
• Strong pre-contract and post-contract cost and commercial management experience
• Experience preparing and reviewing detailed cost plans and tender documentation
• Experience preferably in construction, fit-out and/or renovation projects
• Experience preferably in the Middle East, though not essential

Required skills

• Degree in a related subject such as Quantity Surveying, Construction Management, Civil, Architectural, Electrical or Mechanical engineering
• Knowledge of standard measurement methods (POMI, CSI, NRM1, NRM2, etc.)
• AutoCAD and Microsoft Office
• Cost estimation and quantity surveying software such as CostX, Plan Swift, Bluebeam or Candy is advantageous
• Analytical, negotiation and problem-solving skills, and ability to manage multiple projects
