Green Skills Corridor and Human Capital Investment Framework Senior Consultant

About the role

The consultancy supports the development and implementation of IOM’s Green Skills Corridor (GSC) and Human Capital Investment Framework (HCIF) across the MENA region. It provides strategic guidance, resource mobilisation, partnership development and scaling of the GSC model in key countries.

Key responsibilities

• Provide strategic guidance for GSC and HCIF initiatives and ensure alignment with regional and international frameworks.
• Support resource mobilisation, investment preparation and advance funding opportunities.
• Develop and manage partnerships with governments, employers, investors and other stakeholders.
• Coordinate stakeholder engagement and produce high‑quality proposals, recommendations and reports.
• Help scale the GSC model in Egypt, Morocco, Tunisia and other target countries.

Required profile

• Proven experience in climate adaptation, green‑skills development or migration‑related programmes.
• Strong background in partnership building, resource mobilisation and investment preparation.
• Experience working with governments, private sector and international donors in the MENA region.
• Excellent analytical, writing and presentation skills.
