Health, Safety & Environment Officer – PMC Site, Aswan

About the role

We are looking for a proactive HSE Officer to join our Project Management Consultancy (PMC) site supervision team in Aswan, Egypt. The role involves monitoring and enforcing health, safety and environmental compliance across construction activities, ensuring contractors meet project requirements, Egyptian regulations and international best practices.

Key responsibilities

• Monitor contractor compliance with project HSE plans, procedures and statutory requirements.
• Conduct routine site inspections, identify unsafe acts and conditions.
• Review and verify Risk Assessments, Method Statements, Job Safety Analyses and Permit‑to‑Work documentation before work starts.
• Ensure control measures for high‑risk activities such as work at height, excavation, lifting, confined space entry, hot work and electrical isolation.
• Participate in incident, accident and near‑miss investigations and follow up on corrective actions.
• Prepare daily safety inspections, HSE reports and maintain records, inspection reports and safety statistics.
• Monitor environmental compliance, including waste, dust, noise and pollution control.
• Conduct safety inductions, toolbox talks and HSE awareness campaigns.
• Support internal and external HSE audits and ensure timely close‑out of observations.

Required profile

• Bachelor's degree or diploma in Engineering, Occupational Health & Safety, Environmental Science or related field.
• NEBOSH International General Certificate (IGC) – mandatory.
• Minimum 5 years HSE experience in construction, with at least 3 years in PMC or engineering consultancy.
• Experience in infrastructure, industrial, power or building projects preferred.
• Previous work in Egypt or the Middle East is an advantage.

• ISO 45001 Lead Auditor certification (advantage)
• First Aid and Fire Safety certifications (preferred)
• Knowledge of Egyptian Occupational Health & Safety regulations
• Familiarity with ISO 45001 OHS Management System
• Familiarity with ISO 14001 Environmental Management System
• Competence in preparing and reviewing Risk Assessments, Method Statements and Permit‑to‑Work documents
